- 3

The report card
Best for cheap expense reports for small teams
Zoho Expense reads receipts with AI, builds reports, checks them against your policies and pays employees back by ACH, and it tracks mileage by GPS. The free plan works for up to 3 users, and paid plans start at $3 a user. It doesn't pay supplier bills, though, and travel booking and per diems need Premium.
| Subject | Grade | Comment |
|---|---|---|
| Value for money | B | Graded against its expense-tool alternatives. Ten people on Standard cost $30 a month at $3 each, billed yearly. That's less than Expensify, Navan, Rydoo or Pleo charge for ten, though Ramp does expenses for nothing. |
| Free plan and trial | B | The free plan runs the whole loop for up to 3 users: 20 AI receipt scans each a month, reports, GPS mileage, the prepaid card and accounting links. One person could live on it. Paid plans have a 14-day trial with no card. |
| Features | C | Expense reports are done fully, with AI scans in 38+ languages, policies, mileage, card feeds and ACH reimbursements. It's a smaller job than the category's, though: no supplier bill pay is listed, and travel booking needs Premium. |
| Ease of use | A | 4.84 from 8,238 App Store ratings, the top band. Snap the receipt and it reads the lines for you, and mileage tracks itself by GPS. |
| Platforms and integrations | B | Web, iPhone and Android, with Zoho Books, QuickBooks Online, Xero, NetSuite, Zoho People, Zoho CRM, Uber and Slack. No desktop app is listed, and ERP and HR integrations are an add-on on Standard. |
An A is worth 4 points, a B 3, a C 2, a D 1 and an F nothing. The GPA is the average of the five.

Keep it, or make your own?
Whether this is something you could build for yourself with an AI app builder, and what you would give up.
Keep it
To replace Zoho Expense you would be making cards issued through a bank. That is not a weekend's work, with an AI app builder or without one.
It is one of the better ones too: its GPA of 3.0 is higher than 9 of the 13 other spend and bill pay tools we grade. It costs $36 a year.
What you could make
- Expense tracking and reports: an app builder makes these well.
What you could not
- Cards issued through a bank.
- A real app for iOS and Android. Something home-made would be a web page.
- It is priced for each person, which means accounts and billing for a team.
- It plugs into other products, Zoho Books, QuickBooks Online and Xero among them.
- AI features, unless you pay a model provider for each request yourself.
- Hooks into the device itself: an Apple Watch app.
What this rests on. Zoho Expense’s listing: what it does, where it runs, what it plugs into and what it costs. It is a judgement about the kind of software this is. We have not built a replacement for it, and making your own means looking after it too. How we decide, and every tool’s verdict.
