The first two are close: both save without limit on their free plans. Raindrop.io comes first: it keeps links, files and highlights, has a Windows app, and Pro is $28 a year against $59.99 for Instapaper Premium. Instapaper is second for people who save articles to read, and Inoreader is third for people who follow feeds. Readwise narrowly missed: its Reader app takes articles, feeds and newsletters, but it has no free plan and Reader needs the $9.99 a month plan, billed annually. Feedly's free plan stops at 100 feeds, Inoreader's at 150. To host your own archive, look at Karakeep or wallabag.

Raindrop.io keeps links, articles, uploaded files and highlights in collections with tags, and syncs them across the web, Mac, Windows, iPhone, Android and browser extensions. The free plan has unlimited bookmarks, collections, highlights and devices, with sharing and collaboration included, and Pro is $28 a year or $3 a month. Its iPhone and iPad app averages 4.5 from about 400 ratings. Know the limits: full-text search, permanent copies of saved pages, reminders and the AI assistant need Pro, as do notes on highlights. Free accounts can upload 100 MB of files a month, and desktop apps are listed for Mac and Windows only.

Instapaper saves an article and reformats it into an uncluttered text view, and its iPhone and Android apps download unread articles to read offline. Saved items sync across the web, iPhone, iPad and Android, and Kobo eReaders link to an account directly. The free plan has unlimited saves, and its iPhone and iPad app averages 4.6 from about 3,500 ratings. It is second because it is a reading queue more than a library for every link, and its paid plan costs more than Raindrop.io's: full-text search, the PDF reader, the permanent archive and unlimited notes need Premium at $5.99 a month or $59.99 a year. Free accounts get 5 notes a month and see ads on the Instapaper website.

For: People who follow feeds and want new posts brought to them
Inoreader is a feed reader: it brings RSS feeds and, on Pro, newsletters, YouTube subscriptions and public social feeds into one place, in a browser and in iPhone and Android apps. The free plan covers 150 RSS feeds with folders, tags, search in your feeds and a read-later list, without ads, and its iPhone and iPad app averages 4.7 from about 4,400 ratings. It is third because following feeds is a different habit from saving pages, and its paid plan costs more than the two above: rules, filters, offline reading, highlights and notes need Pro at $7.50 a month, billed annually, or $9.99 billed monthly. No desktop app is listed, and Pro caps newsletter feeds at 20.
