Mobirise is a free desktop app for Windows and Mac that builds Bootstrap sites from blocks, offline, and lets you publish them wherever you like. If you already have hosting, the app costs nothing. If you want Mobirise to host the site on your own domain, BASE is $199 a year, and the premium themes switch off if you stop paying.
