Best for a small EU plan that ties your other clouds in

Koofr is EU-hosted storage with a neat trick: paid accounts can plug in your Dropbox, Google Drive and OneDrive, so you browse and search the lot in one place. It also sells tiny plans, from 10 GB extra for €0.50 a month. Just know that only what you put in the Vault folder is encrypted on your device, and billing is yearly only.
