Best for a personal wiki kept in one file you control
TiddlyWiki is a whole wiki in a single HTML file: your notes and the software together, opening in a web browser with nothing to install. It's free, open source and endlessly tweakable with plugins, macros and filters. The catch is the fiddling. You have to pick a way to save before your changes stick, and notes are written in its own WikiText markup.
