Part 01 · Overview

Welcome

What these tools do, how many we grade and what to know before choosing

31

form and survey tools we grade, from their own pages

Build forms and surveys and collect the answers.

Before you choose, here are 8 things to know about form and survey tools, worked out from every one we grade.

  1. 1

We grade 31 form and survey tools

27 of them are free or have a free plan, and 3 more let you try before paying. Everything in this guide comes from their own pages and our grades.

  2. 2

Paid plans start at $21 a month in the middle

From $4.92 (Gravity Forms) to $99 (QuestionPro), going by what each one's paid plans start at.

  3. 3

Best value: Jotform, Zoho Forms, Google Forms and Gravity Forms

Nothing on our chart scores higher than these without costing more.

  4. 4

8 of 31 have iPhone and Android apps

31 run in a web browser and 0 have a Windows app. Check the one you need before you fall for anything.

  5. 5

    The middle GPA is 2.4

2 score 3.0 or higher. The highest is Google Forms, at 3.2.

  6. 6

    Best free option: Google Forms

Google Forms has the highest GPA of the free ones, 3.2. Form, survey and quiz builder that comes with a Google Account.

  7. 7

27 worth keeping, 0 you could make

By our keep-or-make rules, 27 do something you couldn't reasonably build yourself, 0 are simple enough to make with an AI app builder, and 4 are a close call.

  8. 8

2 price changes in the past year

That's how many price moves we've recorded for form and survey tools in twelve months. Prices change, so check the maker's page before you pay.

Part 02 · Top three

Our top three

The three we'd look at first, and who each one suits

The three form and survey tools we'd look at first. First place suits the most people; second and third are the best picks for the people it leaves out. Each has an Insider's Guide of its own.

  1. 1st

    3.2GPA

    Google Forms

    Free plan · from $7/mo

    For: Most people

Google Forms builds forms, surveys and quizzes in a browser, shares them by link, email or embed, and charts the answers as they arrive or stores them in a linked Google Sheet. It is free with a personal Google Account. Questions can branch on earlier answers, and a form can become a quiz with point values and answer keys. Know the limits: no dedicated mobile app is listed, file upload questions require respondents to sign in to a Google Account, and there is no standalone paid plan. The business version comes inside Google Workspace, from $7 per user a month with a 1-year commitment, and drafting a form with Gemini needs Business Standard or higher or a Google AI plan.

    2.8GPA

    Tally

    Free plan · from $24/mo

For: Anyone who wants a fuller form builder without paying

Tally works like a text document: you type questions onto a page and insert input blocks. Its free plan allows unlimited forms and submissions within a fair use policy, with conditional logic and file uploads, and it adds payments, signatures and calculations, which Google Forms' listing does not have. Submissions can be sent on to Notion, Google Sheets, Airtable or Slack. It is second because the free plan shows Tally branding on forms: removing it, custom domains and team collaboration all need Pro at $24 a month, billed yearly. Free file uploads stop at 10 MB per file, and sustained volumes around 50,000 submissions a month lead to a custom plan.

  3. 3rd

    2.4GPA

    LimeSurvey

    Free plan · from $39/mo

For: Researchers, and anyone who must keep answers on their own server

LimeSurvey is an open-source survey tool. Its free Community Edition installs on your own server, so response data stays on infrastructure you control, and the hosted LimeSurvey Cloud has a free plan. Surveys can use skip logic, branching, quotas and randomization, run in several languages, and export to SPSS, R and Stata. It is third because it is built for surveys more than everyday forms and asks more of you: the free edition has to be installed and run on a server, the free cloud plan has limits on responses and administrators that the pricing page does not state, and hosted prices vary by country: a June 2026 copy of the US page lists Basic at $39 a month for 1,000 responses.

What they cost

What paid plans start at, the best buy at each budget and the free plans

$21

A month to start, in the middle of those that charge

Going by our grades, Jotform, Zoho Forms, Google Forms and Gravity Forms give the most for the money among form and survey tools: no tool on this chart scores higher without costing more.

Paid plans start at a middle price of $21 a month across the 31 that charge, from $4.92 (Gravity Forms) to $99 (QuestionPro).

10 of the 31 score above the category's average while starting at or below its middle price. 2 cost more than the middle price and score below the average.

Part 05 · Keep or make

Keep or make?

Which are worth paying for, and which you could make yourself

0

Simple enough to make yourself, of 31

Some software does something you couldn’t reasonably build yourself. Some is simple enough that an AI app builder could make the core of it in an afternoon. Here’s where form and survey tools land, by the same rules for every tool.

  • 27

    Keep it

It does something you could not reasonably make for yourself, or it costs nothing.

  • 4

    Your call

You could make the core of it, and you would give something up.

  • 0

    You could make this

What it does is the kind of thing an AI app builder makes well, and it charges every month.

Worth keeping

  • Google Forms

The plain part of Google Forms you could make: forms, surveys, templates and reports. What surrounds it you could not. The 3 things listed below take a company, not a weekend.

  • Jotform

To replace Jotform you would be making connections to other products, each kept working as those products change. That is not a weekend's work, with an AI app builder or without one.

  • Fillout

To replace Fillout you would be making connections to other products, each kept working as those products change. That is not a weekend's work, with an AI app builder or without one.

  • HeyForm

To replace HeyForm you would be making a builder that other people can use without writing code. That is not a weekend's work, with an AI app builder or without one.
