Huly rolls issue tracking, chat, documents, a team planner and video calls into one open-source tool. Nobody pays per user: the free plan has unlimited users, and paid plans just buy more storage and call traffic, from $19.99 a month. There's no native mobile app yet though, so on a phone it's the browser.
